Ethical Principles in the Built Environment: Building for Trust, Sustainability, and Generational Impact


Some conversations remind us that ethics is not an abstract discipline. It is not simply a matter of codes, policies, or declarations. It becomes real when decisions are made, trade-offs are accepted, resources are allocated, communities are shaped, and future generations inherit the consequences of what we decided to build.


That was the central thread of the April 8 webinar jointly hosted by the Online Ethics Center, the Project Management Institute, and the Ethics & Leadership Association on ethical principles in the built environment.


It was also a meaningful moment for ELA. As I mentioned during the session, the Ethics & Leadership Association had only recently opened its doors. We were still at the very beginning of this adventure, but already seeing the importance of creating practical, operational frameworks around ethical leadership. The built environment offered a particularly powerful context for that discussion because few sectors make the long-term consequences of leadership decisions so visible.


Buildings, infrastructure, roads, waterfronts, transportation systems, public spaces, and urban developments are not temporary artifacts. They are not simply deliverables. They shape how people live, move, gather, work, breathe, access resources, and experience community. They influence health, equity, safety, mobility, economic opportunity, environmental resilience, and social cohesion. In that sense, the built environment is one of the clearest expressions of leadership made physical.


The webinar brought together several perspectives. The Online Ethics Center, now hosted by the University of Virginia, framed the conversation through its mission to provide resources, education, and events that help practitioners and students engage with ethically significant issues. PMI brought the project management and construction perspective, including its growing work around the built environment and the PMI Construction Professional certification. ELA contributed the ethical leadership lens, centered on integrity, responsibility, trust, governance, and sustainable value creation.


The first question posed to the panel was simple: when we talk about ethics in the built environment, what scope are we really talking about? Compliance? Sustainability? Long-term value? Stakeholders? Or something broader?

The answer, clearly, was that ethics touches all of it.

Jon-Michael Lemon, speaking as a civil engineer and project manager, grounded the conversation in the tangible responsibility of helping create and transform communities. He described the City of Cleveland’s Complete and Green Streets program as an example of how infrastructure choices can generate multiple layers of value: reducing pavement, adding multi-use paths and trails, incorporating green infrastructure, improving drainage, planting trees, reducing heat island effects, encouraging walking and biking, and strengthening a sense of place.

That example was important because it immediately moved the conversation away from ethics as a narrow compliance issue. The ethical question is not only whether the project follows the rules. It is also whether the project improves the life of the community, respects its long-term needs, and uses resources responsibly.

Dr. Alexia Nalewaik expanded the frame by reminding us that the built environment covers the full lifecycle of capital projects: strategic project selection, urban planning, design, architecture, engineering, construction, and the many decisions embedded in each stage. Each part of that lifecycle carries ethical implications. These may include stakeholder inclusion, quality of life, transparency, fraud prevention, human trafficking risks, sustainability, safety, and the long-term consequences of decisions made far upstream.

Raphael Ani, representing PMI’s construction market perspective, raised one of the most practical questions of the webinar: if we have stage gates for cost, schedule, quality, and other project controls, should we also have stage gates for ethics?

That question deserves to stay with us.

Because if ethics only appears at the end of a project as an audit, a communications statement, or a retrospective justification, then it is already too late. Ethics must not be treated as a leftover. It must be embedded into the governance and delivery model from the beginning. It must influence how projects are selected, how contracts are designed, how stakeholders are engaged, how risks are allocated, how value is measured, and how trade-offs are made.

At ELA, this is precisely the reason we insist that ethical leadership cannot be reduced to compliance. Compliance is necessary, but insufficient. It tells us what we are allowed or not allowed to do. Ethical leadership asks a deeper question: should we do it, and under what conditions can we do it responsibly?

This is where the ELA Integrity Model becomes particularly useful. When facing a decision, leaders can ask four questions. Can we do it? That is the question of ability, resources, authority, and capability. Are we allowed to do it? That is the legal question. Should we do it according to the ethical standards of our profession, organization, or community? That is the ethical question. And finally, do we believe it is right? That is the question of values.

A decision made with integrity should be examined through all four dimensions. In real life, of course, not all boxes are always perfectly checked. Compromises may be necessary. But where we make those compromises matters. Compromising on capability may mean acquiring additional resources or expertise. Compromising on legal interpretation may require contextual analysis. Compromising on professional standards requires transparency and justification. But compromising on core values is different. That is where integrity begins to erode.

The built environment makes these tensions especially visible because the consequences of decisions often outlive the decision-makers themselves.

This was particularly clear in the discussion about Cleveland’s waterfront redevelopment and urban infrastructure. Jon-Michael described how Cleveland has historically been shaped by industrial uses along the Cuyahoga River and Lake Erie, limiting public access and separating communities from the water. Current redevelopment efforts, including the Irishtown Bend hillside stabilization and park project and riverfront redevelopment, are not merely technical or economic projects. They are opportunities to reconnect people with public space, protect critical infrastructure, encourage new development, and do so without erasing the history and needs of existing communities.

That is where ethical tensions become very concrete. Economic development may point in one direction. Public interest may point in another. Long-term community impact may require a more patient, inclusive, and nuanced approach. The ethical challenge is to avoid treating communities as obstacles, public engagement as a checkbox, or development as an isolated financial transaction.

Public engagement, as Jon-Michael emphasized, must happen early and meaningfully. In public-private partnerships, formal outreach may be required. But requirements alone do not guarantee meaningful engagement. A process can satisfy the checklist while missing the community. It can hold the meeting while ignoring the message. It can gather feedback without allowing it to shape the outcome.

Ethical engagement requires something more. It requires listening before decisions are effectively closed. It requires understanding the layers of history already embedded in a place. It requires asking not only what can be built, but what the project will become part of.

That is also why trust matters so deeply.

During the webinar, I spoke about trust as the new currency of business. Trust influences whether communities accept projects, whether stakeholders engage honestly, whether employees and partners commit themselves fully, and whether organizations can sustain credibility over time. In the built environment, trust becomes even more important because projects can shape the lives of people for fifty, one hundred, or even two hundred years.

A poorly considered decision in this sector is not simply a short-term error. It can become a permanent burden. A polluted site not properly remediated, an inaccessible development, a public space that excludes rather than welcomes, an infrastructure project that ignores future energy use, a cost-benefit calculation that discounts benefits accruing to future generations almost to zero, all of these are ethical decisions.

Dr. Nalewaik brought a particularly important point into the discussion around cost-benefit analysis. We often treat such calculations as technical exercises, but every variable in the calculation carries ethical assumptions. What costs are included? Which benefits are monetized? Which qualitative impacts are excluded because they are difficult to translate into dollars? What time horizon is selected? What discount rate is applied? When future environmental and social benefits are heavily discounted, they may become almost invisible in today’s calculation. The result is not neutral. It is an ethical choice disguised as a spreadsheet.

This is one of the great weaknesses of purely short-term logic. If we only measure what is easy to quantify today, we risk excluding what matters most tomorrow.

That led naturally to a distinction that project managers know well but do not always apply deeply enough: the difference between project success and program success. A project may be late, over budget, or difficult by traditional measures, and still generate extraordinary long-term value. Conversely, a project may meet its immediate constraints and still fail strategically, socially, or economically.

We discussed classic examples such as the Sydney Opera House and Concorde. The Sydney Opera House is often used as an example of project management failure because of its cost and schedule overruns, yet from a broader program, portfolio, cultural, and economic perspective, it became a global success. Concorde, by contrast, may be admired as an extraordinary technical achievement, arguably a successful project in terms of design excellence, but it failed from a broader program and portfolio perspective.

The built environment is rarely about isolated projects. It is about systems. It is about programs. It is about portfolios of change. It is about long-term benefits, interdependencies, and consequences.

That systemic view may be one of the most important ethical disciplines for leaders in the built environment. Everything is connected. A decision made in one phase has consequences in another. A contract structure influences behavior. A governance model shapes transparency. A funding mechanism affects inclusion. A design choice shapes accessibility. A procurement decision influences labor conditions. A scheduling pressure may create safety risks. A short-term saving may become a generational cost.


This is why ethical leadership requires systems thinking.


It also requires better contracting and governance mechanisms. Raphael Ani pointed to collaborative contracting as one way to move sustainability and ethics from branding language into the actual delivery model. Traditional contract structures can sometimes encourage adversarial behavior, hidden risks, and the shifting of responsibility. Collaborative models, when properly designed, can create transparency, shared risk, open-book approaches, stronger alignment, and a better environment for addressing safety, sustainability, and ethical concerns before they become crises.


The example of Heathrow Terminal 5 was raised as a project where a more collaborative contracting strategy helped transform a difficult delivery environment into one where openness, shared responsibility, and sustainability could become part of how the work was done. The lesson was clear: ethics is not only a matter of individual character. It is also a matter of system design. If the system rewards concealment, people will hide. If the system rewards collaboration, transparency, and shared accountability, people are more likely to behave accordingly.

This is why governance matters.


From an ELA perspective, governance is not bureaucracy. It is not a pile of procedures or approvals. Good governance is the architecture of responsible decision-making. It creates the conditions under which people can make better decisions, with clearer accountability, better information, and a stronger connection to values and long-term impact.


In the built environment, governance for ethical and sustainable decision-making should include clear purpose, stakeholder clarity, early ethical reflection, transparent criteria, meaningful engagement, strong professional standards, and tools that help leaders examine decisions through ethical, social, environmental, and governance lenses. Most importantly, it should help people act before the ethical problem becomes irreversible.


Education also plays a crucial role. Dr. Nalewaik emphasized the importance of case studies, role play, situational awareness, and helping future engineers, architects, planners, and developers understand the politics and realities of difficult decisions. Ethics is not always about choosing between right and wrong. Often, it is about navigating imperfect options, competing loyalties, personal aspirations, client expectations, stakeholder needs, and institutional pressures.

This is why ethical decision-making cannot be taught only as theory. It must be practiced. Future professionals need to understand not only the content of ethical codes, but how to act when those codes are tested. They need to learn how to identify allies, how to raise concerns, how to handle ambiguity, and how to recognize the moment when a decision requires personal courage.


The American Society of Civil Engineers’ Code of Ethics was mentioned as a powerful anchor, especially its first principle: engineers must first and foremost protect the health, safety, and welfare of the public. That principle cuts through complexity. It reminds us that the built environment ultimately exists for people.

Everything is done by people, for people, and with people.

The moment we forget that, we are in trouble.


This was perhaps the most human part of the discussion. We can speak about sustainability, ESG, cost-benefit analysis, program management, contracting strategies, and governance frameworks, but at the end of the day, all of these are instruments. The real question is whether they help people make better decisions for other people.


That includes the people who will live in the communities we shape. The people who will walk the streets, breathe the air, use the parks, cross the bridges, work in the buildings, drink the water, and inherit the infrastructure. It also includes the people working inside the projects: engineers, planners, construction workers, project managers, clients, contractors, designers, public officials, and community members.

The closing reflections brought this back to practical principles.


Raphael encouraged participants to study integrated contracting and emerging delivery models that support more ethical and sustainable outcomes. I emphasized the need to think in systems, recognizing that every decision has ripple effects and that understanding consequences can help us make better ethical choices. Jon-Michael offered a deeply personal test: when he learns about a project, he asks whether he would be proud to take his family there or have his family be part of it. That is not a technical metric, but it is a powerful ethical compass.


Dr. Nalewaik closed with a sobering reminder: sometimes ethical decisions require personal sacrifice. Standing up for what is right may mean leaving a project, losing an opportunity, or even risking a job. That means ethical action requires not only moral clarity, but fortitude. It also requires recognizing that not everyone has the same level of privilege or protection when making difficult ethical choices. Those who can support others in making ethical decisions have a responsibility to do so.

I added one final thought: if you have to ask yourself whether there is really a problem, there probably is one.


That may sound simple, but in leadership it matters. The discomfort we feel around a decision is often an early warning. It tells us that something deserves attention. Maybe the issue is legal. Maybe it is ethical. Maybe it is about stakeholder trust. Maybe it is about long-term consequences. Maybe it is about the people who are not in the room but will be affected by the decision.

Ethical leadership begins when we do not ignore that signal.


The April 8 webinar reminded us that the built environment is not only about construction. It is about stewardship. It is about the physical expression of choices made by leaders, professionals, institutions, and communities. It is about whether we build in ways that extract value or create it, whether we consult people or involve them, whether we measure only immediate cost or long-term benefit, whether we hide behind compliance or act with integrity.

The cities, systems, and infrastructures we build today will become someone else’s daily life tomorrow.


That is why ethics in the built environment cannot be an afterthought.
